As a matter of historical, political, geographical influences and economic circumstances, Azerbaijan migration policy has evolved over the years. However, the recent legislation, especially the codification of migration rules by adoption of a new Migration Code served as a solid basis for unified and more decisive approach to immigration in Azerbaijan.
Migration Rules
Temporary staying period of foreigners and stateless persons, who enter the Republic of Azerbaijan upon visa, cannot be more than the staying period indicated on the visa. If temporary staying period of foreigners and stateless persons in the country is not extended, they are not granted temporary residence permit, or no application for the extension of temporary staying period or issuance of temporary residence permit has been received by the end of that period, they should leave the territory of the Republic of Azerbaijan.
Foreigners or stateless persons temporarily staying in the Republic of Azerbaijan for more than 15 days (as well as when they change their place of stay) should apply to the management of the place he/she stays (hotel, sanatorium, rest home, boarding house, camping, tourist base, hospital or other similar public places) or the owner of the apartment or other place of accommodation in order to get registered upon place of stay by the State Migration Service of the Republic of Azerbaijan without paying any state fee.
E-visa does not give the right to foreigners and stateless persons to engage in paid labour activity in the Republic of Azerbaijan. Foreigners and stateless persons intending to engage in paid labour activity in the Republic of Azerbaijan should obtain labour visa (the period of stay in the country is defined up to 90 days) in a way envisaged by the Migration Code of the Republic of Azerbaijan.
Foreigners and stateless persons intending both to reside temporarily and to engage in paid labour activity in the territory of the Republic of Azerbaijan should obtain work permit along with the permit for temporary residence in a way defined by the Migration Code of the Republic of Azerbaijan.
